How to evaluate your DL manpower (2/2)

How to judge DL's manpower's value. It's a difficult topic in management. Because of your target is people. I want to focused on certify system, and about the working quality  and productivity, I will split to another article to explain it.
Why I using certify to describe DL manpower value? My Boss say, we can'd do management if not quantitative it. A manpower's value is what he or she can do for you. Beside the volumes, the other one is what he/she can do on his job.
In my working experience, we using certify to describe the manpower's skill level. The more certify he or she does, and more job he or she can do.


In our certify system,  we have several step to design our certify system. 1.define which equipment need to do certify, 2. What kind of operation skill is qualified. 3.How long need to do re-certify. 4. What needs to do when the operation have miss-operation.

The 1st stage is corporate withe engineers, to define the certify items. And what kind certify type it is, belong to main tool or meteorology tool? We will score it and have a schedule to control the material progress. We have test paper and oral test in normal. The test paper is design by engineer base on the tool operation OI/SOP( operation instructions, Standard Operation Procedure). Paper test score need to above to 80 is qualified. After that and than is oral test, it's gating by engineer. It will base on operation content, abnormal handle, safety items and quality concept to score the DL's knowledge. And pass it the DL will get the certify licence in this equipment.

The certify is not effective forever, DL need to re-certify by every 2 years, or the engineer call a re-certify procedure. DL need to do the paper test, oral test again every 2 years.

If the DL have miss operation during their effective period, we will trigger a re-vertify procedure. The DL need to re-study the OI/SOP and re apply the paper test and oral test, and he or she can re-operate the tool again when their get the license.

We have a authority control in MES by the certify record. MFG assist will key in the certify/ re-certify record in HRMS (Human Resource Management System) and the MES track in/out authority will be turn on or off (Relay on the certify is pass, fail or expired)

The HRMS will auto revoke the certify licence when the certify period are expired.

TPS assist will count the certify numbers as a DL skill level indices, and our performance bounce's rating include this index.

Now we are trying to push DL have multi-function in FAB, we will use this index for a certify award.

I think it's a good performance index in DL skill level.
